Authority is a wholesale supplier of potable water and wastewater services.  </div> <bR> <div> The MSA produces water and sells it to the City of Lexington and the Rockbridge Public Service Authority.  In turn, these two organizations pipe the water to businesses and residences in the area, read meters and bill for the water provided.</div> <bR> <div> The wastewater situation is similar.  The City and RCPSA each own and operate a wastewater collection system.  The waste they collect flows to the MSA wastewater treatment plant where it is treated.  The City and RCPSA are charged a fixed rate for each 1,000 gallons treated.</div> <bR> <div> MSA sets water and wastewater rates each spring for the coming fiscal year, which runs from July 1 through June 30 of the following year.</div> <bR> <div>
